Does Quality DJ Streaming use a static IP?

YES! 

Every user will have a static IP address and an unique
port. Without a static IP address, it would be very difficult to maintain an audience. If the IP address were to change as it does with dynamic IP address, with each change your listeners would have to be made aware of the change in the event they had saved your broadcasting link.  Also, if you use streaming in virtual worlds or webpages, those links would have to be changed frequently.  With our static IP address and port numbers, one installed, no changes are necessary.
