First of all, this issue has nothing to do with your streaming service. Make sure that when someone in RLC mentions this you share the following:
Open setting in RLC client
Make sure the followinsis selected.
Stream opt out - unchecked
Play streaming music - checked
Play Video - Checked
Play World Sounds - Checked
Maintain sound - checked
Especially the "Maintain Sound"
After making these changes, the user should press F5. In some cases, the client needs to be closed and reopened.
This should fix the problem as RLC has a limited cache
